The overall goal of R & D of "Vehicle-mounted Information Platform" is to realize the informationization of first-line patrolling police vehicles, that is to provide a set of mobile traffic police information collection and processing tools on a unified standard information platform to complete real-time collection and processing of various types of information and real-time data exchange with the backstage data center. Through traffic information real-time inquiry and mobile traffic business, real-time violation capture, GPRS, on-site violation penalty, real-time video surveillance and video recording, multi-function LED information dissemination, traffic accident management and other grass-roots traffic management business in a computerized, automatic and intelligent way, the level of road traffic management and the efficiency of grass-roots enforcement can be improved.
Background of the project
In recent years, with the implementation of the strategy of "strengthening the police by science and technology", the national traffic information system has made great progress. The traffic management department of the public security has established a relatively perfect traffic management information system. The main business of traffic management has basically realized informatization , which has laid a good foundation for the development of computer application technology-based traffic management mobile information platform. Road is the main battlefield of the traffic police, patrolling is their main way of duty, police vehicles are their most important means of transportation, therefore, the grassroots traffic police urgently need to realize the informationization of the police vehicles, which is an important and indispensable information support means for implementation of their official duties.
Dilemma faced by the customers
As vehicles on the road increase dramatically, uncertain factors in transportation system also increase. At the same time, due to constraints in time, space and equipment, the workload placed on public security traffic management, especially on the grassroots traffic management, is becoming increasingly arduous and the problem of insufficient police force is very prominent.
Meanwhile, the domestic police vehicles currently used are only equipped with warning lights, alarms, displays and other equipment, the features are backward so that it cannot meet the needs of the majority of traffic police in enforcement and evidence collection. Although the police has been equipped with GPS equipment, mobile electronic police, communication and transmission equipment, accident handling and other equipment, all of them are separate systems running independently and can only achieve a certain function. They are not compatible with each other and cannot realize seamless exchange and associated sharing of information. The various types of applications cannot be integrated, so the efficiency and level of enforcement can hardly be improved.
With the implementation of the strategy of "strengthening the police by science and technology", the traffic police need to improve the ability of traffic control, enhance the rapid response ability of the law enforcement and the on-the-spot enforcement level, improve and strengthen the traffic handling capacity of traffic police information. The traditional single function type vehicle-mounted enforcement system should be changed to multi-functional integrated vehicle-mounted mobile law enforcement system so as to comprehensively enhance the scientific and modernized level of traffic management.
In March 2006, Traffic Police Detachment of Taizhou City Public Security Bureau decided to develop “vehicle-mounted information platform”, which was approved by Ministry of Public Security with official document.
Considering our strong R & D capabilities, Taizhou City Traffic Management Bureau and Anhui ITS Engineering Research Center jointly established the project development team. Our Center was commissioned to undertake development of complete sets of technical equipment. Liu Aiguo, deputy director of Zhejiang Province Traffic Management Bureau personally served as the project development team leader to be in charge of coordination and cooperation in the entire research and development work.
On the basis of thorough investigation at home and abroad and analysis of user demand, the project development team prepared the overall technical solution and held an expert discussion meeting on the solution in Hangzhou. The objectives of the study were determined according to the overall technical program, research groups were established and more detailedImplementation outline for packaged technical equipment for traffic police information mobile processingwas prepared. All members of the project team were devoted into the research and development work in accordance with the requirements of the outline and successively carried out prototype design and development at GAC, JAC and Nissan. Project team had always worked around the overall needs of the public security traffic management department for information technology, focused on the needs of mobile information platform, in order to solve the following four problems:
(1) To solve problems of grass-roots traffic management: great work pressure, high difficulty and insufficient police strength;
(2) To improve the ability to control the road, to form an effective deterrent effect for the phenomenon of traffic violations;
(3) To enhance rapid response capability and on-site enforcement level of enforcement traffic police;
(4) To improve and strengthen mobile processing capacity of the traffic information, change the traditional single-function vehicle-mounted enforcement system to multi-function integrated vehicle-mounted mobile enforcement system, so as to comprehensively enhance the scientific and modernized level of traffic management.
In September 2007, mobile information platform and vehicle-mounted information platform core control system adaptive to GAC, JAC and Nissan models were developed.
In November 2007, the project was accepted by experts in Hangzhou. The experts agreed that the project is a good solution to the police information problem and provides a good means for law enforcement of the grass-roots police and the overall level of the project reached the domestic leading level.
Economic and social benefits
"Vehicle-mounted information platform" has been applied in Hefei (Anhui Province), Ningbo (Zhejiang Province), Hohhot (Inner Mongolia) and other places. With stable and reliable service, it has achieved good social and economic benefits.
